You can manually clear bonded goods if you want to keep a buffer of cleared bonded goods to be able to eventually sell to a domestic customer. Duty must be paid in advance of selling to the domestic customer.
The manual clearance of bonded goods is performed via a manual IRO. The Customs-related files are not updated for the IRO since the manual IRO is just for quantity clearance and the quantity is not physically moved. Only the balances are updated on the bonded (logical) and non-bonded (logical) warehouses which is taken care of by the IRO itself. However, when you sell any of the cleared buffer stock to a domestic customer those files will be updated.
